Might of the State!

The latest ambush of 76 CRPF jawans by the Maoists with impunity in Dantewada has brought the central jungles of India in to national prominence. Sentiments are at an all time high and there is complete unanimity among media, political parties and the general public that the Maoists be fought bullet by bullet and be exterminated for once and all. But the self-professed educated intelligent strata of our society is directing all its ire at select few who dare to romanticize the struggle of the Tribals – mainly Arundhati Roy. Arundhati Roy has always been a pariah, mostly because of her strong views on Azadi of Kashmir, Tribal dislocation and pretty much her perennial abhorrence of the might of the state and its sham development at the cost of poor people. Now, I don’t particularly agree with her on all these issues but I do appreciate the fact that she plays the devils advocate and flares open these rather one-dimensional arguments – governed more by sentiments than any rationale. She has been labeled a “Hypocrite” as she only condemns the violence of the state and doesn’t speak a word when our jawans become victims of Maoist’s savagery. Case in the point would be one of our dearest Padmashree Awardee Barkha Dutt’s tweet “what would be unbearable is anymore twisted romanticism of the CAUSE. No more 36 pages essays on good folks of Dantewada”. Now tell me which is more appalling a thoroughly researched and compassionate argument to examine the root cause of the ‘gravest security threat of India’ or a silly rebuttal of this scrupulous effort. You don’t have to agree with Roy here, but atleast give her the credit for initiating a meaningful discussion on this grave issue and most importantly for showing us what lies behind the enemy lines.

Now coming back to the main topic which is how we deal with this menace. Use of armed force seems to the most popular option at the moment as people feel that the time has come for the State to establish its authority and “sanitize” the “infected” regions. But, who are we fighting here “Maoists or Tribals” and how do we separate these two groups – for Maoists sure our terrorists who run a racket of extortion, smuggling, kidnapping and are essentially savages, whereas Tribals are victims of grave injustice, apathy and brutality meted to them by the Indian State since independence. This prolonged oppression and humiliation of the tribals by the state has naturally compelled them to gravitate towards the cause of Naxalism. Now, government says its all for development in these tribal areas but it can only do so once the violence stops and here lies the paradox. These very postiche attempts of development to fill the pockets of greedy corporations have forced the tribals to take-up arms for protecting their livelihood and dignity. Agreed that these areas are reservoirs of rich minerals and it’s necessary to mine them for growing our industries. But, the conduct of the government in the past and the never-ending greed of fat corps have sowed deep-rooted suspicions in the heart of the tribals which no amount of gunpowder can remove. So, the government is very much responsible for giving rise to a situation where tribals’ aspiration has become inextricable with Maoists’ CAUSE. Do I have any solutions? No I don’t and to be honest no one does at the moment. That’s why it is critical right now more than ever to engage in democratic and fruitful debates where both sides are adequately represented rather than getting carried away by the voices of our hysterical and numb brained politicians, celebrities and the media. The largest democracy in the world does deserve a meaningful discussion over the gravest security threat it has ever faced since independence (more than 70,000 people have since died in this struggle including jawans).

And why do Naxals resort to violence rather than leveraging plethora of peaceful instruments ob thier disposal courtesy our effective democratic system. Well, to answer this I will just leave you with this excerpt from the interview Roy gave to CNN IBN –

“How do the hungry go on a hunger strike? How do people have nothing boycott goods and taxes? How do people who get surrounded by thousands of armed forces in middle of the night retaliate peacefully..?.”
Anyways what is with this peaceful retaliation nonsense?? If I were to ask you that looking back at our own freedom struggle whose methods did you favor Bhagat Singh’s or Gandhi’s? What would you answer? We all know the answer don’t we?..When pushed into a corner even a faithful dog bites its owner.

"So, the government is very much responsible for giving rise to a situation where tribals’ aspiration has become inextricable with Maoists’ CAUSE." ..Not quite true that Maoism and Tribal aspirations are inextricable today, in fact the Tribal movement is being disoriented by Maoisim.Maoisim is trying to use the Tribal cause to stretch its tentacles and create a communist Cuba like state of the poor.

    The solution is not necessarily pacifist. Tribals need a leader like Gandhi or Munda who can Galvanize the Tribal population across Central/Southern India to stand up to corporate houses.Such a leader should also amass middle class support to justify the tribal claim over forests and mineral wealth.

    Even giving up mining and using the forests to sustain the tribes if brought forward as a solution would be appreciated by the people of India.Tribals should also exploit the fact that policemen are corrupt and if they are targeted,the common man would be happy,instead of burning government schools and blowing up towers.

    An inebriated elephant can be used to wreck villages or take on a formidable enemy, in battle as part of the cavalry.Tribals should channelize their anger to win their rights and not to support a maoist feudal state.

    And as for Arundhati Roy,she should be rational in condemning Maoism and using her street experience with the tribals to bolster the stand against corporate mining interests.If she wants to stay relevant here,she should give up her absurd idea on Kashmir and its independence and not commit sedition.Instead she should apologize to the nation and accept Kashmir as an inseparable part of India.Why is she not coming as often in the media to support the tribals?

    and Barkha Dutt,for god sake ,all she wants is a good feedback in NDTV to move her up the ladder.She had run a live show on the rubble of the Taj Hotel after the mumbai attacks.She was also accused of giving away strategic locations in the Kargil war because of her 'brave' reporting.Whatever be her intentions,the media NDTV and other prominent channels should bring the stories of the tribals to the people than merely flaying naxals.

  3. Eternal India I totally agree with you when you say that the tribals need to break free from the tentacles of Maoists. But the government needs to take the initiative for a peaceful resolution of the matter and pacify the tribals by gradually establishing that the aspirations of the government are aligned with that of the tribals. Instead the government has declared this to be a WAR and is clearly treating it as a law and order problem. To prepare for the war, the Government is sending in truck loads of commandos and using the latest technology such as thermal imaging, UVA to decipher Maoists camp locations (Airstrikes haven’t been ruled out as they want to keep all OPTIONS open). Now, in such tense scenario how do expect any kind of Gandhian movement to suffice???

    Middleclass support?? Bollocks!! Since when did the middle class began to get concerned for the plights of the poor tribals or for that matter anyone else apart from their own? For the middleclass, SC/ST are a cause of IRRITATION as this community eats up their seats in schools/colleges. Middleclass would happily have hundreds of villages displaced so that they can get an extra hour of electricity. And will the same Middleclass evacuate their house if a proposed flyover were to be made over their house? Would they accept the government compensation which would be 1/20th of the market value? Would you??? The answer is no, even though you may have been living in that house for some 3-4 years! So why should we expect these tribals to abandon their HOME, their LAND which their last 3-4 generations have inherited! A place which is not just their home but also a source of livelihood!! Middle Class and the tribals can never be on the same side because of the intrinsic conflict of interest that persists between the two. Such is the tragedy of the partial super-growth which India has witnessed in the past few years. This heterogeneous development of India has left behind severe cracks among the classes – cracks which have now turned in to chasms! Only solution would be inclusive growth , is it possible?? Well, it all depends whether the government has he might to shave off numbers from fat corps’ top line – an impossibility: P

    And what about Arundhati Roy man??? She has every right to express her opinion – no matter how blasphemous they may sound to a chauvinistic ear! Whats beyond my comprehension is that why should any individual in a democracy apologize for having any sort of opinion. Isn’t healthy disagreement the foundation of democracy?? Nor she holds a public office where it becomes inappropriate for her to make such controversial statements! So, leave her alone!!

    As for “Over-the-top” Dutt I agree she is a disaster!

  4. Paper Tiger:Do you have a solution?can you tell me what you will do as a Home minister?

    I did not enunciate the role of the Government in the previous comment.The Government should declare WAR on the Maoists.These guerrillas need to be hounded and fought to death.

    Govt should also start a national campaign like NREGS to empower the Tribals.It should differentiate between Maoism and Naxalsim.
    Government should undertake mass rehabilitation of Naxals.Many can be employed in infrastructure projects across the country as we invest half a trillion in our infrastructure projects.Vocational training to tribal youth can be a win-win.

    Government should seriously consider and debate the need to mine tribal areas.For starters, lets do it in the parliament and the media will pick it up.Based on public opinion,which i am sure will go against mining ,the government can forfeit the idea of mining and set up a framework for development of the tribal villages of India by self sustaining methods from the forests.

    As a first step Government should classify the forest area to be owned and protected by the Tribal people.It should then undertake mass developmental projects in the villages to earn the goodwill of the people.

    This can be turned int o a success like the Chipko movement if the Government at the center gives up its greed and the lure of mining money.In the long run,it will save lot of blood and money.

    As for your view that middle class has no say in the politics in this country...last year 2009 saw a transformation.Maximum middle class have started to go and vote on the public holiday.Middle class even though directly, do not control the votebank today, they influence the media as they are educated and read newspapers and watch news channels,which in turn influences policymaking without doubt.Thats why a fire accident killing 11 people in the city is treated more seriously than a stampede at a village temple killing 100.

    If the tribal seek the help of the middle class thorough a leader which they lack , currently,middle class will gladly lend a hand,this issue will reverberate even more sonorously at the echelons of power.


    Arundhati's Roys opinion indeed,she is free to voice her opinion and by doing so she makes herself an imbecile and alienates herself from the middle class and from the people of India.Even Government with vested interests can use her Kashmir stand to illegitimate her Tribal cause.She is lacking prudence by her publicly evinced views on Kashmir and she should apologize for sedition.She cannot live in this country and think about questioning its sovereignty and she can dare speak this here and she will be lynched if she said something like this in Pakistan.She is a namakharam and a gaddar and we as Indians are rightfully indignant about her views ,call it jingoism or chauvinism whatever.She is bungling the opportunity, she has to help the tribals and also drawing the ire of the middle class.
